据通信专家麦浩超说：“目前已建设的5G网络以NSA非独立组网形态为主，因此计费沿用4G套餐架构没有技术难题。”但问题就来了，5G目前处于投资初期，仅依靠手机套餐资费的有限提升，难以支撑5G网络的庞大投资，不涨价就很好了，哪里来的降价底气？
所以就只有另一种可能，在满足工信部要求对居民用户通讯费用降价的同时，利用5G的大带宽、低时延、海量连接三大场景能力进入各行各业，让企业将这部分负担给承担了！
所以才有中国电信、中国移动向深圳特区报的记者表示：5G资费架构采用多量纲、多层次的计费模式，届时用户可自由选择。
知名通信专家马继华表示：2G、3G和4G时代，一直按照流量使用量来计费；5G肯定不会再仅从流量维度计费，时延、连接量、速率等都将会影响计费模式。
中国联通也表示：5G与4G的计费模式有衔接也会有新变化。
也就是说：个人用户的5G资费模式暂不会大变，但对于企业用户及一些行业来说，5G时代流量计费或许将成往事，5G计费结算对象将更加细分，迎来场景计费、能效计费等差异化的资费体系，按照业务场景来制订专门的资费体系将成为各行业常见模式。
